I use this term rather interchangeably with ’stalker leader’ or ’stalker organizer’. A fuller, more accurate label would be agent handler which means a person who manages a spy or spies (the link goes to Wikipedia). In my experiences, there has been clear evidence of someone talking to perps using wireless communication and ear pieces, for example. I’ve seen how dis/information is dispersed this way and even a developed picture of the handler’s personality over time as I saw many different perps handled the same ways, had the same personality speaking through them. I tend to favor the term ‘handler’ when describing these instances where the chain of command is somewhat clear or clearly implied, whereas I might use the terms ’stalker organizer’ or ’stalker leader’ to discuss more theoretical ideas about how such groups or hierarchies are connected, or when I don’t know if someone is really a leader or just better at bullying.
